浅谈防汛防台风联合值守工作机制的优势

A Brief Discussion on the Advantages of the Joint Duty Working Mechanism of Flood and Typhoon Prevention

近年来,全球气候变化巨大,极端天气灾害高发频发。防汛防台风联合值守工作机制能够有效解决传统会商机制存在的弊端,更好地凝聚各成员单位力量,提高防灾抗灾救灾工作指挥调度效能,更好地保障人民群众生命财产安全。广东省实施防汛防台风联合值守工作机制以来,取得了良好的成效。其中,2016年无人员因台风灾害死亡;2017年农作物受灾面积、受灾人口、因灾死亡人数分别较近5a平均值下降38.9%、65.4%、71.4%。

In recent years,global climate changes hugely and extraordinary weather disasters present a high frequency.Joint duty working mechanism of flood and typhoon prevention can solve the drawbacks of traditional consultation mechanism well,better unite the strength of each member unit,so as to improve the command and dispatch efficiency of disaster prevention and relief and better protect the safety of people s lives and property.Guangdong province has achieved good results since the implementation of the joint duty working mechanism of flood and typhoon prevention.Among them,no one died in 2016 due to typhoon;In 2017,the area of crop disaster,the affected population and the number of death from disaster were down by 38.9%,65.4%and 71.4%respectively compared with the average of recently five years.
