摘要
特色小镇集体经营性建设用地入市是当前土地制度改革试点的重要组成部分,在相关政策支持下打破了城乡土地二元制度。为深化推进集体经营性建设用地入市改革,本文分析了特色小镇土地入市规模及市场分异形成的梯度特征,比较了典型特色小镇的创新模式,并针对用地流转制度不完善,小镇产业发展、金融税收等问题提出制度层面的路径优化建议。
It is an important part of the current land system reform pilot to enter the market with the collective construction land of characteristic towns,which breaks the dual system of urban and rural land under the support of relevant policies.In order to deepen the reform of collective management construction land,this paper analyzed the current scale of land and the gradient features formed by market differentiation,compared the innovation models among the characteristic towns,and proposed the path optimization suggestions on the system level in view of the imperfect land transfer system,the development of the small town industry,the financial tax and other issues.
