湖南罗霄山片区文化旅游与精准扶贫协同治理研究

Study on Collaborative Governance of Culture Tourism and Targeted Poverty Alleviationin in Luoxiao Shan Area of Hunan Province

文化旅游和精准扶贫在战略规划、发展目标和扶持政策上具有鲜明的协同性,文化旅游与精准扶贫的深度融合势在必行。通过分析湖南罗霄山片区文化旅游与精准扶贫协同治理的主要障碍,认为湖南罗霄山片区文化旅游与精准扶贫协同治理的实现途径主要有:全域旅游和精准扶贫融合纵深化、发展规划和领导机构一体化、精准发力和区域融合高效化、精准识别和目标考核立体化,并指出湖南罗霄山片区文化旅游与精准扶贫协同治理的行动要领在于:以精准脱贫为目标、以项目建设为纽带、以机制创新为保障、以乡村旅游为突破口。

Culture tourism and targeted poverty alleviation share distinctcommonswith strategic planning,development goals and supporting policies,therefore,it is necessary to deeply integrate culture tourism and targeted poverty alleviation.The article analyzes the collaborative governance’sdifficulties in Luoxiao-shan area,and then proposes several methods to deal with the difficulties,such as developing all-for-one l tourism as well as targeted poverty alleviation,integrating development planning and the lead agency,enhancing the efficiency of key actions and regional integration.Finally,the article summarizes that essentials is the aim to overcome poverty,the project construction as the bond,the mechanism innovation as the guarantee and the rural tourism as the breakthrough.
