摘要 国企改革自改革开放后期开始便是中央不可回避的中心议题,至1992年,国有企业已经形成了以"产权清晰、权责明确、政企分开、管理科学"为理念的现代企业管理制度,企业真正成为了市场主体。随着经济社会的不断进步,国家对国有企业的发展提出了更高的要求:国有企业应努力为稳定经济增长、提高企业效率、增强经济活力而贡献力量。21世纪以来,党的十八大、十九大多次将加快国有企业改革提上议题,国资委也适时启动"四项改革试点"、"十项改革试点"等多项举措,国企改革进入如火如荼的新阶段。人力资源管理作为企业管理核心,人力资源制度的调整优化是企业内部改革的重要推动力。本文在文献回顾的基础上,提出了国有企业人力资源管理的现存问题,并对国企改革大背景下人力资源体系的优化进行了探讨。 The reform of state-owned enterprises(SOEs)has been the central topic of the central government since the late stage of reform and opening up.By 1992,the SOEs have formed"clear property rights,clear rights and responsibilities,separation of government and enterprises,and management science".With the development of economy and society,the state has put forward higher requirements for the development of SOEs:SOEs should make great efforts to stabilize economic growth,improve enterprise efficiency and enhance economic vitality.Since the 21st century,the Party's Eighteenth and Nineteenth National Congress have accelerated the reform of SOEs on many occasions,and the SASAC has also initiated various measures such as"four pilot reforms"and"ten reform pilots",the reform of SOEs has entered a new stage.Human resource management is the core of enterprise management.The adjustment and optimization of human resource system is an important driving force of enterprise internal reform.On the basis of literature review,this paper puts forward the existing problems of human resource management in SOEs and discusses the optimization of human resource system under the background of SOEs reform.
