摘要
介绍了湖南省2014~2017年连续4 a开展农产品质检机构能力验证的基本情况;分析了在能力验证过程中出现的主要问题,如技术明显短板、重视程度不够、检测人员素质普遍较低、经费保障不稳定等;并针对这些问题提出了实行能力验证的差异管理、优化能力验证的长效机制、推进能力验证与"双认证"、日常检测、技术竞赛等有机结合和加强绩效考核,落实各级农产品质检机构运行经费等发展建议。
This paper introduces the basic situation of the ability verification of agricultural product quality inspection institutions in Hunan Province from 2014 to 2017.The main problems in the process of capability verification are analyzed,such as obvious shortcomings of technology,insufficient attention,low quality of detection personnel,and unstable financial security.And aimed at these problems puts forward the implement ability to verify the differences in management,optimizing ability long-term mechanism,promote the ability of authentication and the"double certification"organic combination,daily inspection and technology competition and strengthen the performance appraisal,the implementation of the agricultural products quality inspection agencies at all levels running funds and development suggestions.
