摘要
1949年5~7月,浙江省大部分地区获得解放,亟待建立地方各级政权,但当时不仅面临着干部奇缺的问题,而且干部本身存在来源复杂、南下干部语言不通且不熟悉地方情况等问题。为此,通过甄别使用旧职员、训练新干部、派遣军队工作队等方式,中共浙江省委迅速扩充了干部队伍,同时从组织上、思想上加强领导做好干部继续教育工作,并建立和规范了办公制度、巡视制度。中共浙江省委用两年左右的时间打造了一支听党指挥、规模庞大、素质较高的干部队伍,迅速实现了全省接管,建立并巩固了新政权。
From May to July of 1949 most parts of Zhejiang Province got liberated and the local authorities urgently needed to establish, but at that time the cadres were confronted with the problem of scarcity and there existed many other problems, such as the complicated sources of the cadres, the southern language barriers to the cadres and their unfamiliar with the local situations. Therefore through screening the use of old staff, training of new cadres, dispatching troops' working groups and other means, Zhejiang Provincial Committee of the CPC quickly expanded the cadre team, at the same time strengthened the leadership and cadres' continuing education from the organizational and ideological aspects, established and standardized the office system and patrol system. Zhejiang Provincial Committee of the CPC built a group of cadres who listen to the leadership with large scale and high accomplishment for about two years, quickly realized the city takeover to the whole province and established and consolidated the new regime.
