20世纪五六十年代中国国防科技工业领导管理体制的形成和发展

The Formation and Development of National Defense Science and Technology Industry Leadership Management System in the 1950's^1960's

新中国成立以来,国防科技工业的领导管理体制经过了较为频繁的调整过程。新中国成立初期,以第二机械工业部为主领导了中国国防工业的大规模建设。20世纪50年代中后期,为了发展国防科技事业,先后在航空工业委员会和国防部国防科学技术委员会的直接领导下迅速组建了一批国防研究院所,国防科研队伍不断壮大。为实现对国防科技工业的统一领导,1964年实行了"部院合并",以国务院国防工业办公室为龙头的统一的国防科技工业领导体制初步形成。

Since the founding of New China, the leadership management system of national defense science and technology industry has undergone a relatively frequent adjustment process. At the beginning of the founding of New China, as a main part, the Second Machinery Industry Ministry led the large-scale construction of China's national defense industries. In the middle and late of 1950's, in order to develop the national defense science and technology, China rapidly established a number of national defense research institutes and the national defense team was growing under the leadership of Aviation Industry Committee and the Commission of Science Technology and Industry for National Defense of the Ministry of National Defense. In order to achieve the unified leadership of national defense science and technology industry, in 1964 China realized "the combination of ministry and institute" and unified national defense science and technology industry leadership system was initially formed led by National Defense Industry Office of the State Council.
