摘要
目的:为建立适应我国医疗行业特点的公立医院薪酬制度提供依据。方法:从外部因素和内部因素两个角度论述了影响医院薪酬管理的因素,指出目前医院薪酬管理的现状与问题,就如何加强医院薪酬管理提出建议和措施。结论:从提高效率、机制、制度等方面出发,提出加强医院薪酬管理的建议与措施,要求提高我国卫生支出的分配效率;适当提高医务人员的基本工资,建立动态调整机制;推动多点执业,改革人事薪酬管理制度;鼓励使用平衡记分卡进行薪酬考核,探索多种薪酬支付方式。
Objective:To provide the basis for the salary system of public hospital adapt to the situation of reform and development.Methods:This paper discussed the factors that affect the salary management in hospitals from two aspects of external and internal factors.Pointed out the present situation and problems of hospital salary management,and made the suggestion of strengthening that.Conclusion:From the view of improve efficiency and mechanism,the paper put forward the suggestion to increase the allocative efficiency of Chinese government health expenditure,increase the base salary of medical staff properly,set up dynamic adjustment mechanism;promote multi-sited license,innovate personnel salary management mechanism;encourage to use the balanced scorecard for salary assessment,explore multiple payment methods.
