垂管方式下环境监测质量管理体系的变化及对策思考

Change and countermeasures of quality management system of environmental monitoring under vertical pipe method

自中共中央颁布《关于国民经济十三五发展纲要的建议》以来,中国共产党十八届五中全会精神明确提出"省级以下环保机构必须实行环境监测及环境监察垂直管理制度"。而在垂管方式条件下,我国环境监测质量管理体系产生了较大的变化。本文重点分析垂管方式下环境监测质量管理体系的变化及其主要对策,以期在一定程度上提高环境监测质量管理工作的整体效能。

Since the Central Committee of the Communist Party of China promulgated the“Proposal of the 13th Five-Year Plan for National Economic Development,”the spirit of the Fifth Plenary Session of the 18th CPC Central Committee clearly proposed that“the environmental protection agencies below the provincial level must implement the vertical management system of environmental monitoring and environmental monitoring.”Under the vertical mode,the environmental quality monitoring system in our country has undergone great changes.This paper focuses on the analysis of the changes and countermeasures of environmental monitoring quality management system under the pipe-down mode in order to improve the overall effectiveness of environmental monitoring quality management.
