中国空间规划改革的经验与展望

The Experience and Prospect of China's Space Planning Reform

中国现行空间规划体制权力分散、法律及技术标准的相互渗透和冲突,造成了多规之间规划任务、空间管制和技术标准的差异,规划部门职责重叠,法律法规冲突和缺失等问题。通过对"多规合一"的技术标准、体制创新、空间管制协调等问题进行研究,结合试点经验和国外空间规划改革经验,提出空间规划改革的重点是改革规划体制集中规划权力,由一个部门主导规划,加强规划立法,形成多层次的职责清晰的规划执行和监督机构,构建战略规划,统筹其他规划。

China's current space planning system is decentralized,and legal and technical standards are permeated and conflicted,which result in the differences between planning tasks,space control and technical standards among different plans,overlapping responsibilities of planning departments,conflicts and deficiencies in laws and regulations.Through the research on the technical standard,system innovation and space control coordination of"multi plan integration",combined with the experience of pilot and foreign space planning reform,it puts forward that the focus of spatial planning reform is to reform the planning system and focus the plan power,plan by one department,strengthen planning legislation,form multi-level,clear responsibilities of planning execution and supervision institutions,build strategic plans,plan other plans.
