美国费城“绿色基础设施”规划对我国海绵城市建设的启示

近年来,随着我国对城市洪涝灾害防御的日益重视,"海绵城市"的概念已经被广泛接受。虽然各地都在大力推进海绵城市的建设,但其规划和建设仍处在探索阶段。本文通过美国海绵城市最佳实践案例之一——费城"绿色城市,清洁水源"的绿色基础设施规划,从目标设置、策略侧重、综合政策、项目前期和后期监管等方面系统分析了其规划与建设模式的特点与方法,并借鉴其经验,提出符合我国特点的海绵城市规划思考与建议。

In recent years,with the increasing emphasis on urban flood disaster,the concept of sponge city has been widely accepted in China.Although lots of places are vigorously promoting the construction of sponge city,but its planning strategies are still in the exploratory stage.This paper focuses on the case of"Green City,Clean Water"green infrastructure planning in Philadelphia.It is the best sponge city practice in the U.S.The study summarizes the policy goals,strategy focus,comprehensive framework and supervision policies in both prephase and post-project stage in the case.Finally this paper draws several lessons from the Philadelphia's experience,and puts forward some thinking and recommendations for Chinese sponge city planning.
