从社会主要矛盾变化看我国社会保障制度改革方向

To Understand the Reform Direction of Social Security System in China from the Change of Social Principal Contradiction

十九大报告指出,中国特色社会主义进入新时代,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。新时代社会主要矛盾的变化,充分证明落后的社会生产已不是制约我国经济发展、实现人民福祉的根本因素。要不断满足人民日益增长的美好生活需要,社会保障制度发展不平衡、不充分的问题必须破解。目前我国社会保障资源配置不合理,社会基本风险保障不充分与保障过度并存,存在较为严重的地区间、城乡间不平衡问题;公共资源投入重点有所偏向,存在浪费严重、效率不高等问题。按照十九大报告中"兜底线、织密网、建机制"的要求,本文提出了我国解决社会保障制度不平衡、不充分问题的若干对策,为全面建成覆盖全民、城乡统筹、权责清晰、保障适度、可持续的多层次社会保障体系提供理论支持。

The report of the 19th National Congress of CPC points out that the socialism with Chinese characteristics has entered a new era,and the social principal contradiction in our country has been transformed into the contradiction between the growing needs for a better life of the people and uneven and inadequate development.The change of the principal contradiction in the new era fully proves that the backward social production is not the fundamental factor to restrict the development of our country's economy and realize the happiness and benefit of the people.In order to meet the growing needs for better life of the people constantly,the unbalance and insufficient problems of the social system development must be solved.At present,many problems exist in China,such as irrational allocation of social security resources,inadequate protection of basic social risks and excessive security.There are serious imbalance problems between regions and between urban and rural areas,and the focus of public resource input is biased.In addition,the problems of serious waste and low efficiency also exist.According to the requirements of"catching the base line,weaving dense net and building mechanism"in the 19th National Congress of CPC report,a number of countermeasures to solve the problem of imbalance and inadequate social security system in China are put forward to fully build a multilevel and sustainable social security system covering the whole city,including urban and rural areas with clear rights and responsibilities and moderate social security.
