探讨江西省全科人才队伍建设问题及对策 被引量:3

摘要 培养合格全科医师是保障和改善城乡居民健康的迫切需要,是提高基层医疗卫生服务水平的客观要求,是促进医疗卫生服务模式转变的重要举措。本文围绕江西省全科人才队伍建设开展的主要工作,包括政策体系逐步建立、不断完善组织机构、多种途径开展培训等方面,找出现存的全科专业培训招生比较困难、全科医师注册率低、师资带教水平有待提高等问题。做出下一步工作计划和措施,通过医教协同深化院校全科医学教育改革、建立健全毕业后全科医学教育制度、巩固完善全科继续医学教育、改革完善全科医师薪酬制度、拓宽全科医师职业发展前景等多种途径,到2020年,基本建立适应江西省行业特点的全科医师培养制度,基本健全适应全科医学人才发展的激励机制,显著提高全科医师职业吸引力,城乡分布比较合理,服务能力显著增强,全科医师与城乡居民基本建立比较稳定的服务关系,城乡每万名居民拥有2~3名合格的全科医师,全科医师队伍基本满足健康江西建设需求,以此为全科医师人才队伍建设提供有益借鉴。 Training qualified general practitioners(GPs)is urgent to ensure and improve the health of urban and rural citizens.It is both an objective requirement to improve the level of medical and health services at the grass-roots level,and an important measure to promote the transformation of the medical and health service mode.This paper focuses on the main work product of team construction for GPs in Jiangxi Province,including the gradual establishment of the policy systems,continuous improvement of organization,various ways of training.We identified the current existing problems in this process,which included difficulties in enrolling residents for specialized training,low register rate for GPs,the lack of training in teaching staff.Finally,the next work plans and measures are made to deepen the reform of medical education and after graduation education for GPs,reform and improve the salary systems of GPs,and broaden the prospects of the career development.By the year of 2020,training systems for GPs well-adapted to Jiangxi Province and suitable incentive mechanisms for career development should have been established,and the attraction of this profession would have been improved.The distribution of GPs in urban and rural areas should have become reasonable,and the service abilities should be significantly enhanced.GPs and urban and rural citizens should have established stable service relationships.Every ten thousand inhabitants of the country would have 2~3 qualified general practitioners,which would basically meet the needs of healthy Jiangxi construction.It is hoped that this experience could provide useful references for the team construction of the general practitioner.
