当代农民流动视角下土地流转的演变

The Evolution of Land Circulation from the Perspective of Contemporary Rural People Flows

"动人"是"动地"的基础,农民流动的水平高低决定了土地流转的发展程度。改革开放以来,伴随着经济社会的转型发展,农民的流动性逐步增强。农民流动经历了由"离土不离乡"就地转移,到"离土又离乡"的异地转移,再到"离土不回乡"农民市民化的发展过程。农民流动从"离土不离乡"到"离土不回乡"的位移转变,为土地流转创设了发展空间,使土地流转由孕育走向成熟。随着改革开放的深入,农民流动会愈来愈充分与合理,土地流转将越来越健康有序。

People moving is the basis of land transfer.The level of rural people’s movement determines the development degree of land transfer.Since the reform and opening up,with the transformation and development of economy and society,the mobility of rural people has been gradually strengthened.The movement of the rural people has undertaken the process of the transition from the local transfer of“leaving their land but not hometown”,via the off-site transfer of“leaving both their land and hometown”,to the citizenization of“Leaving their land and without returning hometown”.The migration of rural people has shifted from the displacement of“leaving their land but not hometown”to“leaving their land and without returning hometown”,thus creating a development space for the transfer of land and turning the land transfer from birth to maturity.With the deepening of reform and opening up,the flow of rural people will be more and more fully and rationally,and the land transfer will become more and more healthy and orderly.
