基于京津冀区域生态格局变化的市场化生态补偿机制设计

The Design of the Market Ecological Compensation Mechanism Based on the Changes in the Regional Ecological Pattern of Beijing,Tianjin and Hebei

用市场化手段推进京津冀地区的生态文明建设已经成为共识。利用GIS手段对京津冀区域的生态系统格局变化特征进行了研究,并对典型生态系统服务价值、水资源价值、农田资源价值进行了分析和核算,系统分析了京冀区域市场化生态补偿中的以协商谈判为主的流域市场化生态补偿、以排污权交易为主的大气污染市场化补偿、以碳汇为主的森林市场化生态补偿,分别设计出了京津冀区域市场化生态补偿的制度框架,提出了具有可操作性的政策建议。

It has become a consensus to promote the construction of ecological civilization in Beijing,Tianjin and Hebei by means of market-based tools.The characteristics of ecological system pattern change in Beijing,Tianjin and Hebei region are studied through GIS and the value of the typical ecosystem services,water resources and farmland resource are analyzed and calculated.The paper systematically analyzes market-based eco-compensation based on negotiation,market-based compensation for air pollution based on emissions trading,and forest-based ecological compensation based on carbon sinks in the market of Beijing and surrounding areas of ecological compensation.Besides,the paper designs the system framework for market-based ecological compensation in the Beijing,Tianjin,and Hebei region,and puts forward feasible policy recommendations.
