摘要
2015年中办、国办印发了《关于推动国有文化企业把社会效益放在首位、实现社会效益和经济效益相统一的指导意见》。指导意见对科学设置文化企业内部组织结构,审核企业内部劳动、人事和收入分配等制度改革提出了具体举措。那么如何评价文化企业的社会效益,以及文化企业社会效益的评价指标究竟有哪些?论文以《指导意见》为原则,对文化企业社会效益评价指标体系的构建做出了一定的分析与探讨。
In 2015,theChinaOffice and the StateCouncil issued the"GuidingOpinionson PromotingState-OwnedCulturalEnterprises to Put Social Benefits First,and Resolving Social Benefits and Economic Benefits Together."The guiding opinions put forward specificmeasures for scientifically setting up the internal organizational structure of cultural enterprises and reviewing the internal reform of labor,personnel,and income distribution.So howdowe evaluate the social benefits of cultural enterprises andwhat are the evaluation indicators for the social benefits of cultural enterprises?Based on the principle of"Guidance Opinion",this articlemakes a certain analysis and discussion on the construction of social enterprisebenefit evaluationindexsystemfor cultural enterprises.
