十九大后经济新常态下的财政政策思考

Reflections on Fiscal Policy in the economy New normal after 19th CPC National Congress

2014年5月10日,习近平总书记在河南考察时首次明确提出新常态概念,同年12月9日,这一概念被上升到国家战略层面。中国经济发展已经进入新常态,并向形态更高级、分工更复杂、结构更合理的阶段演化,这对国家加快转变经济发展方式具有重大意义,论文对经济新常态下相关的财政政策进行思考,从经济新常态的特征、经济新常态对财政收支的影响以及相应的政策调整建议三方面来进行具体分析。

On May 10,2014,when General Secretary Xi Jinping visited Henan for the first time,he put forward the concept of"new normal"for the first time.In December 9th of the same year,this concept rose to the level of national strategy.China's economic development has entered the new normal,and has evolved to a more advanced,more complex and more rational stage,which is of great significance for the country to accelerate the transformation of the way of economic development.The paper analyzes the related fiscal policy under the new normal economy from three aspects:the characteristics of the new normal economy,the influence of the new normal economy on the fiscal revenue and expenditure,and the corresponding policy adjustment suggestions.
