A Review of Luo Dunwei's Thoughts of Rural Economic Control

罗敦伟是民国时期统制经济理论的代表人物,其农村经济统制思想可分为战前与战时两个阶段。战前的农村经济统制思想是以"复兴农村经济"为核心,以建立农村经济统制机构为首要任务,以农村金融、生产与产品运销的统制为重点,并注重地区农村经济统制的差异性,具有全面性的特点。而战时的农村经济统制思想在继承前一阶段相关的基础上,也有新的变化:以战时农产价格统制为核心,以农村金融的全盘统制为重要任务,适应了战时经济发展的需要。罗敦伟的农村经济统制思想为国民政府部分接受,对当时农村经济复兴、农业发展及抗战建设大有裨益。

Luo Dunwei is a representative figure of the control economic theory during the period of the Republic of China.His rural economic control thoughts can be divided into two phases:pre-war and wartime.Before the war,the thoughts of rural economic control was based on the"rejuvenation of the rural economy,"with the primary task of establishing rural economic control institutions,focusing on the control of rural finance,production and product distribution,and focusing on the differences in regional rural economic control.While the wartime rural economic control thoughts had new changes based on the inheritance of the previous stage:the wartime agricultural product price control was the center,and the overall control of rural finance was an important task,which adapted to the wartime economic development.Luo Dunwei's thoughts of rural economic control was partly accepted by the Nationalist Government,which was of great benefit to the rural economic recovery,agricultural development,and the construction of the anti-Japanese war at that time.
