公民参与有助于实现公民意识,为政府民主行政、提升治理能力,促进政府转型提供现实意义。博克斯公民模式将公民划分为三类,通过理解他们的参与形式和现实困境,有助于理解公民参与中存在的现实问题,并可以提出相应实现全体公民参与的路径选择。
