本文首先针对工程量清单招标中不平衡报价的倾向更加突出的现状,对清单招标模式下投标方采取不平衡报价的各种手段及后果进行了系统的分析。然后结合施工企业自主报价的特点,阐述了目前评标办法中对不平衡报价的识别方法存在的不合理因素,并在前人研究的基础上提出了针对性的改进方法,以期切实保证招投标活动的公开、公平、公正。

First,this paper aims at the status that unbalanced bid become more prominent in the bill of quantities bidding,and analyzes the all means and consequences of unbalanced bid in the bill of quantities bidding.Then combining the feature that the construction enterprises quotation themselves,this paper explains the unreasonable factors in the recognition methods of unbalanced bid and puts out the targeted improvement approach based on the previous study to ensure the bidding assessment public,equitable and just.
