在国家推行简政放权、放管结合、优化服务要求的大背景、大趋势下,对政府管理的放管服研究较为普遍,但是基于“放管服”背景下针对高校科研经费管理、实务核算方面的研究还较少。本文在深入研究的基础上,提出放管服背景下高校科研经费管理的措施和建议,探讨放管服新形势下新机制、新举措,为高校科研经费管理提供借鉴。

Under the background of the country's implementation of the principle of decentralization,decentralization,integration,and optimization of service requirements,the study of government-administered discharge clothing is more common,but it is based on the administration of scientific research funds under the background of“distribution of services”.There is less research on practical accounting.On the basis of in-depth study,this article puts forward the measures and suggestions for the management of scientific research funds under the background of the administration of hospital administration,and explores new mechanisms and measures in the new situation of the administration of hospital services,and provides reference for the management of scientific research funds in colleges and universities.
