旅游下乡是指旅游产品下乡,通过旅游企业下乡将旅游产品销售给农民,政府通过一定的补贴来刺激农民消费。旅游下乡政策是深入贯彻旅游扶贫思想的最佳路径和模式,是确保国民旅游休闲纲要全面实施的重要保障,也是杜绝不合理低价游在农村发生的重要举措,我国政府需要研究和全面推广这一政策。目前,我国农村旅游市场供给不足、旅游产品单一、消费水平低且消费结构不合理。为了改变这一尴尬局面,可以从旅游企业下乡、旅游产品下乡、旅游政策下乡和旅游宣传下乡、旅游研究下乡等方面深入推进旅游下乡,逐渐开拓农村旅游市场。为切实保障旅游下乡政策的全面落实,需要提供旅游法规保障,加大扶贫资金支持并健全农村社会保障。

Tourism to the countryside refers to selling tourism products to the countryside,tourism enterprises that are established in the countryside sell tourism products to farmers and then large government subsidies can help stimulate domestic consumption.The policy of tourism to the countryside is the best way to carry out the thought of poverty alleviation tourism.It can help to ensure the implementation of the national tourism and leisure program.It is also an important measure to prevent unreasonable low-cost travel in rural areas.Our government needs to study and promote this policy.At present,the supply of rural tourism in our country is insufficient,the tourism products are single,the consumption level is low and the consumption structure is unreasonable.In order to change this embarrassing situation,the author deepens reform of traveling to the countryside from five aspects,that is,the enterprises,products,policy,propagation and research.Finally,to ensure that the system can be effectively implemented,the author comes up with three protection measures from three angles:law,capital and social system so as to promote the healthy,orderly and coordinative development of tourism.
