大力推进知识产权质押融资方式的落地生根对于有效破解科技型中小企业的融资难题具有重要意义。探讨了推进知识产权质押融资过程中地方政府作用的发挥,从推进知识产权质押融资过程的难点出发揭示了地方政府作用的重要性;分析了地方政府在推进知识产权质押融资中的三大作用,即牵头作用、促进作用以及维护与监督作用;为更好发挥地方政府在推进知识产权质押融资中的作用,从切实转变政府职能、建设服务型政府,将推进知识产权质押融资纳入政府规划与年度计划,充分调动政府相关人员的积极性等方面提出建议。

Promoting the intellectual property right pledge financing is very important for the small and medium-sized high-tech enterprises to solve the problem of financing.The roles of local government in promoting the financing of intellectual property right pledge are discussed in this paper.Firstly,the importance of the roles of local government is revealed from the viewpoint of difficulties existing in promoting the financing of intellectual property right pledge.Secondly,three roles of local government in promoting financing of intellectual property right pledge are analyzed,namely,leading roles,promoting roles and maintaining or supervising roles.Finally,in order to make the local government play a better role in promoting financing of intellectual property right pledge,suggestions are made on transforming government functions,building service oriented government Putting into government planning and annual plan,and fully mobilizing the enthusiasm of government related personnel.
