陕南地区属于陕西省集中连片特困地区,解决好陕南地区的扶贫和脱贫问题是关系到陕西扶贫攻坚战能否取得胜利的关键所在。在认真梳理陕南避灾扶贫移民背景和现状的基础上,分析了其面临的主要困境,即土地资源与环境承载压力大、移民资金缺口大以及产业支撑与社会保障滞后等。要破解这些困境,可采取以下措施:一是创新安置模式,尝试跨区域移民搬迁;二是积极推动多元化金融扶贫模式,跨越资金短缺的藩篱;三是因地制宜,发展特色产业。

As an area where poverty-stricken people are distributed in a contiguous way,how to address poverty alleviation and help poor people lift themselves out of poverty plays a crucial part in winning the victory in fighting the battle against poverty in Shaanxi province.Based on the careful combing of the background and current situation of disaster-avoiding poverty alleviation immigration in southern Shaanxi,the article has analyzed the main predicaments such as the high pressure on land resources and environment,the huge gap in immigration fund and the lag of industrial support and social security.For the purpose of overcoming these predicaments,we can take the following measures.Firstly,efforts are made to innovate on relocation patterns by attempting the cross-regional immigration.Secondly,attention is paid to actively boost diversified financial poverty alleviation patterns so as to transcend the fence of capital shortage.Thirdly,measures suiting local conditions are adopted to develop characteristic industries.
