连片特困区精准扶贫多维绩效模糊评价——以安徽省大别山区为例

Fuzzy Evaluation on Multidimensional Performance of Targeted Poverty Alleviation in Contiguous Destitute Areas——A Case of Dabie Mountain Areas in Anhui Province

文章基于2003-2015年样本数据,结合精准扶贫内涵,构建包括社会发展水平、经济发展水平、生产生活水平和生态环境水平四个维度精准扶贫绩效评价指标体系,运用改进的模糊数学评价法,对安徽省大别山连片特困区及12个县域精准扶贫绩效进行多维评价,并依据隶属度判断级别,为加快该地区脱贫攻坚步伐提供一些参考。研究结果显示:第一,安徽省大别山连片特困区精准扶贫绩效整体呈现出波动中逐渐上升趋势;第二,各县域精准扶贫绩效差异较为明显,空间上大体呈现中部较好、边缘一般的分布格局;第三,各维度绩效差异性较大,经济发展、生产生活方面成效较好,而生态环境、社会发展方面成效相对较差。

Based on the sample data from 2003 to 2015,combining with the connotation of targeted poverty alleviation,we construct an evaluation index system on the performance of targeted poverty alleviation from the four dimensions of the level of social development,the level of economic development,the level of production and living and the level of ecological environment,and apply the improved fuzzy mathematical evaluation method to evaluate multidimensional performance of targeted poverty alleviation in Dabie mountain contiguous destitute areas and 12 county-level areas of Anhui province.Moreover,we judge the level according to the membership in order to offer some references to speed up the pace of poverty alleviation in the region.The results show that:Firstly,the overall performance of targeted poverty alleviation shows a rising trend with fluctuations in Dabie mountain contiguous destitute areas of Anhui province.;Secondly,the performance differences among county-level areas are more obvious.The spatial distribution shows that the middle is better than the edge;Thirdly,the differences of multidimensional performance are larger.The aspects of economic development and production and living are better,whereas ecological environment and social development are relatively poor.
