摘要
针对当前溢油应急能力建设存在的问题,提出以"设备库+移动应急站+船舶"为支撑,打造"区域溢油应急快速响应平台",借鉴新型充气式围油栏的研发经验,进行区域溢油应急装备与技术科研攻关,集合区域优势资源,提升港口码头区域溢油应急能力。
In order to improve the oil spill risk prevention,control capability of port,and solve the existing problems during oil spill emergency capability construction,the regional oil spill emergency response platform was established on the basis of“equipment pool+mobile emergency station+ship”,so as to enhance regional scientific research level,research new oil spill emergency equipment and technical.Through the construction of oil spill emergency resource sharing platform,oil spill emergency response platform,oil spill emergency equipment research and other work,the oil spill emergency response capability of port terminal can be ultimately promoted.
