基层用药公平可及性评价研究

A study on the evaluation of the fairness and accessibility of drug use at primary level

收集全国11个省市基层药品价格和5个典型基层卫生机构的药品配备使用情况,对基层用药公平可及性进行评价。结果表明,2015年典型基层卫生机构样本药品的配备率比2010年提高20个百分点,药品价格有升有降,总体下降20.87%,药品可负担性大幅改善;但城乡差异仍然明显,原研药总体可负担性较差,存在高价药使用量较大的现象。建议加强基层用药配备使用管理,提高弱势人群药品供应保障的针对性。

This paper collected the price of drugs at the grass-roots level in 11 provinces and cities of China and the equipment and use of drugs in 5 typical primary health care facilities,to evaluate the fairness and accessibility of drug use at primary level.The results showed that in 2015,the drug allocation rate of the typical primary health care facilities was 20 percentage points higher than that of 2010,the price of drugs had increased or decreased,the overall drop was 20.87%,and the affordability of drugs was greatly improved.However,the difference between urban and rural areas was still obvious,the overall affordability of the original drugs was poor,and there was a large use of high-priced drugs.It is suggested to strengthen the management of drug use at primary level,and target on the vulnerable groups to ensure supply security.
