摘要
建立空间规划体系是当前城乡规划领域改革创新的重大议题。2013年以来,重庆以城乡规划为空间统筹平台,以法定城乡规划的全覆盖为契机,与相关部门联合协调和制定规划编制技术标准,统一地形图和规划成果标准,在不打破现行各部门事权的前提下初步实现了"多规"的协同,探索了具有重庆特色的空间规划编制体系,为重庆空间规划体系的构建夯实了基础,也为全国空间规划体系的构建积累了经验。
The construction of spatial planning system is an important topic of urban-rural planning reform.Since 2013,Chongqing takes urban-rural plan as the platform,takes the opportunity of legal plans full coverage,sets up the technical standard with different departments,unifies the topographic map and standard planning result.Thus,Chongqing has achieved the“multiple plans integration”while reserving the powers and authority of departments,built a regional planning formulation system,and provided experience to other cities.
