The Historical Experience of the State-Owned Economic Reform——Commemorating the 40th anniversary of reform and opening up

本文从国有经济改革必须遵循实事求是原则、生产力标准、矛盾法则、以人为本和社会主义市场经济基本经济制度,国有经济改革必须与国有经济的战略调整和国有企业的战略重组相结合,国有经济监管必须实现向主要管资本转变并需强化各层次对国有资本的监管,国有企业必须分类推行公司制、股份制改革,大力发展混合所有制,国有经济改革必须与科技创新相结合,国有经济改革要着眼提高经济效益和社会责任担当,必须发挥非公有制经济和对外开放对国有经济改革的促进作用,必须创造国有经济改革所必需的经济环境、营商环境、法律环境和社会环境,必须推行渐进式改革和重视改革理论作用等方面梳理了国有经济改革的经验。

This article summarizes the experiences of the state-owned economic reform from the following aspects:the reform of the state-owned economy must follow the principles of“seeking truth from facts”,productivity standards,contradictory rules,people-oriented and the basic economic system of the socialist market economy;the reform of the state-owned economy must be combined with the strategic adjustment of the state-owned economy and the strategic reorganization of state-owned enterprises;the supervision of the state-owned economy must be adjusted to focusing mainly on capital management and the state-owned capital supervision should be reinforced at all levels;state-owned enterprises must adopt the corporate and shareholding system based on different categories;diversified ownership economy should be developed with major efforts devoted;state-owned economic reform must be combined with scientific and technological innovation,and state-owned economic reform must focus on improving economic efficiency and social responsibility;the reform of the state-owned economy should be promoted through the non-public economy and opening up to the outside world;a favorable economic,business,legal and social environment is essential to the state-owned economic reform;it is necessary to implement the gradual reform and attach importance to the effect of the reform theories for the reform of the state-owned economy.
