我国分级诊疗制度实施现状及思考

Implementation Status and Thinking of China's Hierarchical System of Diagnosis and Treatment

随着新医改的不断推进,我国在"健康中国"事业上取得了瞩目成绩,但医疗资源配置不均衡,无序就医问题并没有得到根本改变,"看病难、看病贵"仍然是当前困扰医改的难点、热点。笔者在系统总结分级诊疗试点实施现状及存在问题的基础上,从政府主导、基层医疗服务能力建设、医联体利益分配机制、医保支撑政策和宣传等方面提出了对策建议,以推动我国分级诊疗制度的健康发展。

With the advance of new medical reform,China has made remarkable achievements in the undertaking of“healthy China”.But there are still many problems,which are not fundamentally changed,such as the uneven distribution of medical resources,and the disorderly seeking medical care.“Difficulty in seeing a doctor and costliness in seeking medical treatment”is still a difficult and hot issue in medical reform.On the basis of the systemic summarization and analysis on the current pilot implementation and the existing problems in hierarchical diagnosis and treatment,the authors put forward some countermeasures and suggestions from the aspects of government leading,grassroots medical service capacity building,medical association benefit distribution mechanism,health insurance support policy and publicity to promote the healthy development of China’s hierarchical medical system.
