内蒙古民办高等教育现状与发展研究

The Research on the Current Situation and Development of Private Higher Education in Inner Mongolia

内蒙古民办高等教育发展起步晚、规模小,相对增速较快,相对于全国或本区整个高等教育来说,规模小,占比低,普通民办本科为空白领域,发展水平与内蒙古经济水平严重不相符,形成了坡脚型的高等教育。造成这种现象的社会因素主要为高校招生总体不足,区内比例过低,高等教育竞争愈演愈烈,本科招生规模保持相对稳定,高等教育适龄人口数量下降,而对发展民办教育的作用认识不足是影响行业发展与进步的根本原因。民办高校的内部因素、经营管理水平、办学定位、办学特色、人力资源等方面存在诸多问题。主要对策是提高思想重视程度,制定出台《中华人民共和国民办教育促进法》实施办法,增加民办高校招生计划,民办高校要明确办学定位,健全制度,提高管理水平。

The development of Inner Mongolia private higher education started late,small scale,relatively growth faster.Compared to the higher education of China or whole province,which is small size,low proportion and ordinary private undergraduate as a blank area,the level of development of private higher education is not consistent with the economic level of Inner Mongolia,forming an unbalanced higher education.The social factors of this phenomenon are mainly due to the lack of college enrollment,the proportion of the province is too low,the competition of higher education intensified,the scale of undergraduate enrollment remained relatively stable,the number of higher education age population decreased,and the root causes development and progress of Industry is lack of awareness of the role of private education.There are many problems in internal factors of private universities,level of management,human resources,position and characteristics of university.The main countermeasures are to improve the degree of ideological attention and formulate the implementation method of the‘Private education promotion law of the People's Republic of China’in Inner Mongolia,and increase the enrollment plan of private colleges and universities.Private colleges and universities should make clear the orientation of running a school,improve the system and improve the management level.
