高层管理者视角下的企业信息化风险评价模型

Enterprise Informatization Risk Evaluation Model on the Perpective of Top Manager

信息化悖论源于在信息化建设过程中缺乏有效的风险管理,尤其是企业没有从战略的高度全面考虑信息化风险。区别于现有研究偏重于项目层面,基于高层管理者的视角,从信息化战略层和项目层两个层次将风险因素归为六类:信息化战略规划风险、外部环境风险、内部环境风险、项目因素风险、信息系统风险和项目相关人员风险。从而建立信息化风险评价指标体系并构建模糊综合评价模型。以云南能源投资公司为例,运用所构建的指标体系和评价模型对其信息化风险进行评价,结果表明:所建立的风险评价模型能够有效反映其信息化风险的总体状况,可以为企业信息化风险管理提供一种分析模型和手段。

Lacking of effective risk management in the process of informatization construction is the origin of informatization paradox;especially,enterprises dont take full account of the informatization risk from the strategic perspective.Different from existing researches which lay particular stress on project,this article,based on the perspective of top manager,analyzes the enterprise informatization risk from the levels of information strategy and project and divides enterprise informatization risk into six categories:information strategic planning risk,external environmental risk,internal environmental risk,project factor risk,information system risk and project personnel risk.Accordingly,informatization risk evaluation index system is set and the fuzzy comprehensive evaluation model is established.Applying the integral evaluation model to assess the informatization risk of the Yunnan Energy Investment Group,the results show that the enterprise informatization risk evaluation model can reflect the overall situation of informatization risk effectively and provide a practical analysis model and method for the management of enterprise informatization risk.
