摘要
运用方向性距离函数和Luenberger指数测算西部地区2000—2014年环境全要素生产率,并对影响全要素生产率的因素进行实证分析。研究表明:广西和陕西两省环境全要素生产率变动指数增长最快,主要是由技术进步、规模效率和技术规模三重贡献的推动;西部环境全要素生产率增长呈现下降趋势,其增长主要来源于技术进步推动;经济发展水平、产业结构、能源消费结构、对外开放、市场化、技术水平、环境规制强度和环境治理能力对西部环境全要素生产率具有不同的影响。
This paper applies SBM directional distance function and Luenberger productivity indicator to measure environmental efficiency,Environmental TFP growth in West Part of China over the period 2000 to 2014,We also empirically examine the causes of Environmental efficiency and productivity changes.The results show that the overuse of energy and the excess of CO2 emission are the main source of environmental inefficiency,Capital inefficient value is higher than the labor inefficiency,The environmental efficiency has higher of Guangxi,Sichuan,Qinghai and Xinjiang in the western provinces;The environmental TFP has usually declining during the study period,and its growth has mainly due to the technical progress,Especially it has growing fastest in the provinces of Guangxi and Shaanxi;Development level、industrial structure factors、energy consume structure、FDI、marketization degree、technical level、government environmental regulation intensity、environmental management of firms have a varying degrees of effect.
