甘肃省卫生计生综合监督体制改革现状分析

Analyze the Current Situation of the Reform of Health and Family Planning Comprehensive Supervision System in Gansu Province

目的了解甘肃省卫生计生综合监督体制改革的现状,探索其存在的问题,并对其进行分析,提出可行性建议。方法采用问卷调查法、访谈法以及专题小组讨论等方法,分析甘肃省卫生计生综合监督体制改革的现状。结果甘肃省卫生计生综合监督体制改革总体在顺利推进,市州级机构已全部整合更名,但有部分县区还未整合完成,改革的过程中还存在一些问题:(1)机构改革名称不统一;(2)编制短缺、人员专业素质偏低;(3)机构内部职能分工不清;(4)改革落实不到位;(5)财力保障不足。结论卫生计生监督人员对改革的认识不足,业务素质偏低,对职能缺乏准确定位以及人力、物力、财力等方面的缺乏等因素影响了体制改革的进展。

Objective To investigate the status of health and family planning comprehensive supervision system reform in Gansu province,find out and analyze the problem,and put forward feasible suggestions.Methods The questionnaire survey,interview and focus group discussion methods were used to describe the status of health and family planning comprehensive supervision system reform in Gansu province.Results The reform of health and family planning comprehensive supervision system in Gansu province was implementing smoothly.The city and state organization has been all integrated,while some counties are yet to be integrated.So some problems still existed in the process of reform with the name of reformed institution was not unified.The authorized size of staff was short and the quality was low.The organization functions of internal division of labor were not clear.The reform did not reach the designated position.The financial resource was inadequate.Conclusion The lack of understanding of the reform,the low professional qualities,the lack of accurate positioning of functions of the health and family planning supervisor,and the lack of human,material and financial resources and so on are factors affected the progress of the reform.
