Public Participation:A New Perspective for Avoiding Risk in Medical Science and Technological Decision

当前的医学科技决策还是以精英决策模式为主,在这种理念和模式影响下,作为医学技术受众的普通公民却缺失了参与医学科技决策的机会,这不仅不利于决策风险的规避,而且会带来医患矛盾。因此,为了补充精英决策模式的不足,规避医学科技决策风险,必须开辟新的理论视野,深入研究公民参与在医学科技决策中的重要作用和提升参与效率的途径。

The current medical science and technology decision-making is mainly based on the elite decision-making model in the world.Under the influence of the concepts and models,the public who are service population of medical technology have no chance to participate in the decision-making of medical science and technology.It is not only the bad for avoiding the risk of decision-making,but also brings the conflicts between doctors and patients.In order to supplement the inadequacy of the elite decision-making model and avoid the risk of medical science and technology decision-making,a new perspective of theory must be established,and thoroughly investigate the important role of citizen in participation the medical science and technology decision-making and the methods to improve the participation efficiency.
