Suggestions on the Development of the Park in Heilongjiang Province

通过分析黑龙江省园区在体系建设、发展基础、建设质量、产业项目和创新能力等方面的基本现状及特点,分析出制约园区发展的几方面因素,包括经济总量不大,综合竞争力不强;产业层次不高,创新能力不强;财政支持有限,融资渠道单一;管理体制不顺,管理权限弱化。针对以上几点制约因素,根据黑龙江省的实际情况,提出了着力完善园区发展规划,进一步提升全省园区规范化建设水平;着力发挥政策效应,进一步加快推进园区转型升级和创新发展;着力引进战略投资者,进一步抓好主导产业招商引资;着力完善考核体系,进一步强化园区建设的督导管理;加强与广东省对口合作,建立"飞地经济区"实现协同发展;着力完善政策举措,进一步优化产业园区发展环境等六个园区发展主要举措。

By analyzing the basic status and characteristics of Heilongjiang Province’s parks in system construction,development foundation,construction quality,industrial projects and innovation ability,several factors constraining the development of the park are analyzed,including small economic aggregates and comprehensive competitiveness.Not strong;industry level is not high,innovation ability is not strong;financial support is limited,financing channels are single;management system is not smooth,and management authority is weakened.Concerning the above constraints,according to the actual situation in Heilongjiang Province,it put forward efforts to improve the park development plan,further enhance the level of standardization of the province’s parks;focus on exerting policy effects to further accelerate the transformation and upgrading of the park and innovation and development;focus on the introduction of strategic investment The government will further strengthen the investment in leading industries;focus on improving the assessment system and further strengthen supervision and management of park construction;strengthen cooperation with Guangdong Province,establish“Enclave Economic Zone”to achieve coordinated development,and make efforts to improve policies and measures to further optimize industrial parks.The development of the environment and other six park development initiatives.
