对高校二级管理制度下人才引进工作的思考

二级院系与学校在人才引进政策的制定和实施上虽然长远目标一致,但在具体过程中两者总会有不相适应的地方,而实行校院二级人事管理,实质上就是在校院两个层面对人事管理职责的进一步明晰与划分,并在此基础上继续完善院系的人事管理制度。
