摘要
二级院系与学校在人才引进政策的制定和实施上虽然长远目标一致,但在具体过程中两者总会有不相适应的地方,而实行校院二级人事管理,实质上就是在校院两个层面对人事管理职责的进一步明晰与划分,并在此基础上继续完善院系的人事管理制度。
Secondary departments and schools in the talent introduction policy formulation and Implementation on although the long-term goal is the same,but in the specific process there are incompatible places,and implementing secondary personnel management,is essentially in two aspects of personnel management responsibilities and further clarify the division,and on this basis continue to improve the personnel management system.
