摘要
结合中海油应急管理体系讨论了现有基于事故应急指挥系统(ICS)的应急管理体系所面临的问题,以此为基础提出了基于定量风险的事故应急管理方法及其在中海油应急管理实现有效融合的应用方法,从而得出定量风险分析方法在中海油事故应急管理系统中的有效应用的途径和方法。
A new quantitative incidents emergency response management method is proposed on the quantitative risk,which can effectively confuse with the current emergency response management system of CNOOC to solve the problems in the current incident command system(ICS)in CNOOC,and then an applicative model of quantitative risk assessment can be introduced into the Emergency response management system for CNOOC.
