摘要
业主委员会是现代城市物业管理发展过程中出现的一种社区自治组织,它是业主大会的执行机构,其职责是维护业主权益、监督物业服务企业工作。对于一个社区来说,业主重大利益的实现有赖于业主委员会有效规范地开展工作。当前,我国业主委员会制度面临成立和运行的种种困境,因此笔者认为发展业主委员会制度,破解业主委员会的困境,需要完善立法和相关物业管理部门的考核制度以及培养业主的自治意识。
The owners committee is a kind of community autonomous organization in the development of modern city property management.It is the executive body of the owners’Congress,whose duty is to safeguard the owner’s rights and interests and supervise the work of the property company.For a community,the realization of the major interests of the owners depends on the effective and standardized work of the owners’committee.At present,owners of the Committee of China faced difficulties in establishment and operation,so I believe that the development of the Committee of the owners’committee system to solve the dilemma,the need to improve legislation and related property management appraisal system and training the owners of autonomy consciousness.
