中国石化是保障国民经济发展的基础能源企业,其服务质量与发展水平关系着国计民生,乃至国家安全。油品质量是中国石化的生命线,油品的质量检验是油品质量管理的关键环节。然而,中国石化销售企业加油站点多面广,油品进货渠道多,储运流程长,影响质量的环节多,传统的油品质量管理体系很难实现对各个环节的实时质量控制,通常从油品事故发生到做出反应需要较长时间,往往会错过事故的最佳处理时期,后果十分严重,这些将会给中国石化带来极大的不良影响。因此,建立一套能够及时掌握加油站油品进出质量的油品质量应急管理体系对于中国石化这样一个央企显得尤为重要和迫切。油品质量监控快速反应系统的提出和实施对提升中国石化销售企业质量管理水平、服务水平和竞争能力有着非常重要的意义。

Sinopec is the basic energy enterprise to ensure the development of national economy,and its service quality and development level are related to the national economy and the people's livelihood,and even the national security.The quality of oil products is the lifeline of Sinopec,and the quality inspection of oil products is the key link in quality management of oil products.However,Sinopec sales companies have a wide range of gas stations,more channels of oil purchase,long storage and transportation process,and more links to affect the quality.The traditional management system of oil quality is very difficult to achieve real-time quality control of each link,especially in case of oil accident.The best treatment period is often missed in the accident.The consequences are very serious,which will bring great negative impact to Sinopec.Therefore,it is very important and urgent to establish a set of emergency management system of oil quality which can timely grasp the quality of oil products in and out of gas station.The introduction and implementation of the rapid response system for oil quality monitoring is of great significance to improve the quality management level,service level and competitive ability of Sinopec sales companies.
