基于PPP模式的流域生态补偿机制研究——以湘江流域为例

以湖南省湘江流域为研究对象,探索流域生态补偿模式,为湘江流域环境治理及区域平衡发展提供理论依据。通过构建湘江流域生态补偿机制,研究区域内的8个城市(长沙、湘潭、株洲、衡阳、岳阳、永州、郴州、娄底)2016年重要指标。结果显示,8个城市中长沙、株洲、湘潭需支付生态补偿资金远大于衡阳、岳阳、郴州、永州和娄底可获得生态补偿金额。

Taking Xiangjiang river basin in Hunan province as the research object,the ecological compensation model of the river basin is explored to provide theoretical basis for environmental management and regional balanced development of Xiangjiang river basin.This paper studies the important indexes of Changsha,Xiangtan,Zhuzhou,Hengyang,Yueyang,Yongzhou,Chenzhou and Loudi in 2016 by constructing ecological compensation mechanism of Xiangjiang river basin.The results showed that Changsha,Zhuzhou and Xiangtan in 8 cities need more ecological compensation funds than Hengyang,Yueyang,Chenzhou,Yongzhou and Loudi.
