江苏劳动者报酬在初次分配中的比重研究

On the Proportion of Laborer Share in Primary Distribution of Income in Jiangsu Province

党的十九大报告提出要提高人民收入水平,而提高人民收入水平的关键就是提高劳动者报酬在初次分配中的比重。根据历史数据来看,2001—2007年,江苏劳动者报酬在初次分配中的比重呈下降趋势;2008年至今,江苏劳动者报酬占比呈上升趋势。通过与政府收入、企业收入占比以及其他国家的劳动者报酬占比之间的比较,可以发现江苏劳动者报酬在初次分配中比重仍然偏低。造成这一现象的原因主要有政府收入挤占劳动者收入、江苏产业结构特殊、江苏劳动力市场结构性失衡等。提高江苏劳动者报酬在初次分配中的比重,必须建立与江苏经济发展水平同步的工资增长机制,完善江苏产业结构,提高江苏劳动力素质,扩大中等收入群体。

The reports of the 19th National Congress of the Communist Party state that it is necessary to raise people’s income,and the key to doing so is increase the proportion of labor share in the primary distribution.According to statistical data,the proportion of labor share in the primary distribution showed a downward trend from 2001 to 2007 in Jiangsu Province,but an upward one from 2008 till now.Compared with the government revenues,the share of corporate incomes and other countries’proportion of labor share in primary distribution,the proportion of labor share in primary distribution in Jiangsu is still low.The main reasons for this phenomenon are that the government revenues take away a part of labor share,that the industrial structure of Jiangsu is particular,and that Jiangsu’s labor market is structurally unbalanced.To increase the proportion of labor share in the primary distribution,Jiangsu Province must establish an income distribution system that guarantees increase of wages and salaries in line with its economic development level,improve its industrial structures and the quality of its workforce,and expand its middle-income population.
