行为安全观察在惠州石化安全管理中的应用

Application of behavior based safety observation in the safety management of Huizhou Petrochemicals Company LIMITED(CHPCL)

不良的行为习惯是石油化工企业生产安全事故的主要原因。介绍了行为安全观察的基本原理和意义,对中海油惠州石化有限公司(以下简称惠州石化)开发的特色行为安全观察信息管理系统进行了介绍。惠州石化开展的行为安全观察活动以"遵守、干预、尊重"为原则,主要分为行为安全奖券发放和行为安全观察信息系统填报两部分,并配套激励措施。行为安全观察在惠州石化的有序开展,有效激发了公司员工和承包商员工安全工作和安全提醒的热情,极大推动了企业遵守、干预、尊重、团队协作的安全文化的形成。

Bad behavior habits are the main reasons for the production of safety accidents in petrochemical enterprises.This paper introduces the basic principles and significance of behavior based safety observation,and introduces the characteristic behavior based safety observation information management system developed by Huizhou Petrochemicals Company LIMITED(CHPCL).The behavior safety observation carried out by CHPCL is based on the principles of“compliance,intervention and respect”.It is mainly divided into two parts:Behavior Safety coupons distribution and information system filling,and it have supporting measures.The orderly conduct of behavior based safety observation in CHPCL effectively stimulated the enthusiasm of employees and contractors for safety work and safety reminder,and greatly promoted the formation of safety culture of compliance,intervention,respect and teamwork.
