西北地区公路工程建设项目延误原因分析 被引量:7

Cause Analysis of Road Engineering Construction Project in Northwest China

摘要 为研究西北地区高速公路工程项目延误的原因,以新疆阿克苏—喀什高速公路工程项目及乌尔禾—阿勒泰高速公路工程项目为研究对象,首先通过对施工员和监理进行问卷调查的方式,确定了43个导致工期延误的因素,根据延误来源将各因素分为8组;其次提出了严重系数计算方法,计算了各因素及各因素组的严重系数;最后根据严重系数对各影响因素进行了排序分析,基于最严重的影响因素提出了减少工期延误的建议。研究结果表明,最严重的三个影响因素依次为"地区治安形势""三通一平"和"自然灾害"。"公安部门加强当地治安管理""及时落实通水、通电、通路和场地平整"和"制定应急预案并定期演练"是减少工期延误的有效方法。 Xinjiang Akesu-Kashi expressway project and Wuerhe-Aletai expressway project were chosen as research objects to study the delay causes of highway engineering projects in Northwest China.Firstly,the authors conducted a questionnaire survey for the supervisors and constructors of the two expressways,in which 43 delay reasons were determined,and those reasons were divided into 8 groups by their origins;secondly,the authors put forward a calculation method of the serious coefficient,and the serious coefficients of these factors and factor groups were calculated one by o ne.All the factors were ranked by serious coefficients;finally,based on the most serious factors,some suggestions were put forward.The results show that the three most influential factors are“Terrible regional security situation”,“Three supplies and one leveling”and“Natural disasters”.“Strengthening the local public security”,“Sufficient supply of water,electricity,access and site leveling”and“The development of contingency plans and regular drills”are effective ways to reduce the delay of constructions.
