城市总体规划是城市重要的公共政策和城市建设的战略纲领,推进总体规划实施转型是提升城市治理水平、实现治理能力现代化的重要内容。深圳历版总体规划在城市发展建设过程中都发挥着引领性作用,文章对深圳总体规划实施的经验做了总结,认为深圳总体规划的实施较为成功主要在于把握了"分时""分层""分区""分点""分线"等几个维度,并借助特区立法权的优势强化制度建设和保障。随后从明确总体规划地位、加强总体规划的综合统筹作用、强化总体规划对下层次规划的约束力、近远期结合推动总体规划实施、建立规划管理信息平台等方面提出面向实施的总体规划改革建议。

Urban master plan is not only the important policy and strategy,but also the important approach to improving urban governance.By summarizing the effect and experience of Shenzhen urban master plans,the paper thinks that division of time,levels,zones,points and links,and the institutional guarantee will advance the planning implementation.From the viewpoint of governance,the paper puts forward the planning reform suggestion such as defining the status of master plan,improving the function,intensifying the restriction,integrating the future and current plans,building the management information platform,etc.
