社区组织共同体:“边缘性”社区的公共安全治理

The Organization Community:Public Safety Governance in “Stadtrand Zone” Communities

城市化的快速推进使"边缘性"社区的形态逐渐凸显,引致社区安全治理新问题。以政府培育下的社区组织共同体为视角,通过阐释社区安全治理的行政思维"脱域"社区实际、社区组织内生性动力不足、社区共同体重建困难等问题,提出如下对策:建构政府引导型的共同体,建设以社区组织为主体的多元治理网络,重建组织和谐的新社区场域共同体。

The rapid development of urbanization makes the form of“stadtrand zone”communities gradually prominent,resulting in new problems of community safety governance.From the perspective of communities organization community cultivated by the government,and explaining the problems of community safety governance:the administrative thinking divorced from the communities practice,the lack of endogenous power in the community organizations,the reconstruction difficulty of communities,this paper proposed the solution path:to reconstruct leading-type community by the government,to build the multi-governance network with community organization as the main body,and to reconstruct a harmonious field community of new communities.
