党的十九大提出新时代中国特色社会主义思想和基本方略,明确了人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾是我国的主要矛盾,解决新时代新矛盾必然要求我国政府完善自身运作机制,理顺政府与市场的关系。国家治理与公共政策的协同性在于治理的目标由人民设定,治理的过程受人民监督,治理的结果对人民负责,国家治理协调多元主体,体现多元价值,在利益的协调整合过程中,治理主体对公共利益的考量正是对公共性的最好回应。
