The Construction of Credit Information Management System for the Joint Incentive and Breach of Trust

守信联合激励和失信联合惩戒信用信息管理系统建设是推进社会信用体系建设的重要抓手,笔者从国家和省级层面梳理了系统建设依据,提出了围绕联合奖惩合作备忘录分两步走的系统建设思路,规划了以联合奖惩对象库和措施清单库两个基础库建设为着力点,以联合奖惩发起、响应、反馈流程优化为导向,建立环节完备、可扩展、易配置业务管理框架的实施路径,并对系统应用进行了论述。

The construction of credit information management system is the important starting point to promote the construction of social credit system.This paper from the national and provincial level on the basis of the system construction,proposed around the joint cooperation memorandum,two-step rewards and punishments system construction ideas,planning in joint object library and rewards and punishments measures listing library two basic library construction as the focus,to jointly initiated rewards and punishments,response and feedback process optimization as the guidance,establish a complete,extensible,easy to configure business management framework of the implementation of the path,and the pr opulsion system application are discussed.
