周边外交视野下的澜湄合作:战略关联与创新实践

Lancang-Mekong Cooperation in the perspective of neighborhood diplomacy:Strategic relevance and innovative practice

澜湄合作是我国推进周边外交战略的重要举措和积极探索,在中国的周边战略乃至全球战略中都具有重要意义。本文探讨澜湄合作和周边外交的战略关联,重点分析澜湄合作对于周边外交的特殊意义,并分析当前推进澜湄合作面临的主要困难,并在此基础上提出推进澜湄合作、服务周边外交的路径思考。论文认为,澜湄合作对于中国"一带一路"倡议的实施有着独特的促进作用,是培育中国-东盟关系新的利益增长点的重要机制,是践行"亲诚惠容"周边外交理念的重要实践。当前澜湄合作仍面临着一些外交难点,今后澜湄合作机制的建设应从"一带一路"和周边外交的战略大格局出发,在次区域内部注重利益的协调,加强与域外国家的竞合关系,加强与其他合作机制的对接,整合国内各部委及省部、省际关系,使澜湄合作真正承担起"一带一路"和周边外交机制"探路石"和"试金石"的积极作用。

The Lancang-Mekong Cooperation(LMC)is an important measure and an active exploration of China’s strategy of advancing its neighborhood diplomacy.LMC has great significance in China’s strategy for its neighbor countries and for the implementation of its global strategy.This paper explores the strategic linkages between the Lancang-Mekong Cooperation and China’s neighborhood diplomacy,and focuses on analyzing the Lancang-Mekong Cooperation's special significance for China’s neighborhood diplomacy.It also analyzes the main existing difficulties for promoting the Lancang-Mekong Cooperation,and then proposes the approaches to promoting LMC and serving China’s neighborhood diplomacy.The paper holds that LMC has a unique promoting role in the implementation of China’s Belt and Road Initiative.It is an important mechanism for cultivating a new growth point of interests in the China-ASEAN relationship and an important practice in the process of putting the concept of its neighborhood diplomacy of“closeness,sincerity,shared prosperity,and inclusiveness”into practice.At present,LMC still faces some diplomatic difficulties.In the future,the implementation of LMC should proceed from the strategy of the Belt and Road Initiative and its neighborhood diplomacy,focus on the coordination of interests within the sub-region,strengthen the cooperation with the neighbor countries and the connection with other cooperation mechanisms,coordinate the relationships among ministries and commissions and provinces,and make LMC truly play the positive role as the touchstone of the Belt and Road Initiative and the assessment criterion of the efficiency of its neighborhood diplomacy.
