工程项目管理的可靠性模型及其准则 被引量:4

摘要 在工程建设中,新技术、新材料、新设备和新工艺的广泛运用,促进了生产力的快速发展,同时也倒逼着工程管理水平的提高。只有通过工程管理来指导工程技术的应用,实现对工艺、设备和材料等工程共同体进行合理的控制和有效的组织,工程建设才能取得较好的整体效果。本文基于安徽省公路桥梁工程管理中的应用实例,归纳分析了影响工程项目管理的主要因素,即工程建设环境、从业队伍人员素质、施工工艺、项目管理目标与要求等四个方面。应用多目标决策方法将项目管理方法的"选择"转换为求解"可靠度",以此构建了项目管理方法可靠度模型。项目管理方法的确定实质是对管理方法的决策与实施,是对决策结果和面向决策研究的统一过程。在这个过程中不仅要统筹管理科学、社会环境、建设项目自身条件等诸多方面,同时还必须形成与工程技术的有效结合。根据工程建设与项目管理的客观规律,提出了项目管理方法确定的基本准则,即创新准则、系统准则、可行准则、重点准则和底线准则等五项基本准则,为提高工程管理水平探索一个新视角。 In the field of engineering construction,the wide application of new technology,new materials,new equipment and new techniques has promoted the rapid development of productivity,which is driving the level of engineering management to be improved in the meantime.A better effect of engineering construction can be achieved only if it carries out reasonable control and effective organization of engineering communities(including techniques,equipment,materials,etc.)through engineering construction project management to guide the application of engineering technology.Based on practical applications of engineering project management of roads and bridges in Anhui province,it summarized and analyzed the main factors affecting engineering project management including the construction environment,quality of practitioners,construction technology,project management objectives and requirements.In this article,the“choice”of project management method is converted into“reliability”through multi-targeted decision-making method,which assists to build the reliability model of project management method.The essence of project management method is decision-making and implementation,which is a unified process of decision results and decision-oriented research.In this process,it is not only integrating the managerial science,social environment and the conditions of the construction project,but also need to be integrated with engineering technology effectively.According to the laws of project construction and management,the article proposed five basic principles,which are Innovation Principle,System Principle and Feasibility Principle,Key-point Principle and Bottom-line Principle.All the conclusions aimed to provide a new perspective for enhancing the level of engineering management.
